Balance Camping
Here’s how we could balance Camping;
When the killer is in close radius to the hooked survivor for a certain amount of time, the hooked survivor’s life bar depletes considerably slower, giving a killer more of a choice to go after survivors on gens or to continue camping the single person on hook.
And you loose blood points the longer you are that close to the hooked survivor, like reverse basement time points,
I think this could help Balance the Camping problem in dead by day light, and will make it a more enjoyable game for players

It's already balanced by putting all the power into the Survivors' hands. If they want to reward or punish it, it's their choice. FYI, what you're suggesting was already tried and abused by Survivors.

Why not instead of slower development when killer is near, we have faster development when the killer is away?

Survivors can punish it by gen rushing. Stop trying to get saves when you see a Killer camp. You are NOT entitled to hook saves.
This idea has already been tested in an earlier PTB by the devs (a long time ago, like sometime in either 2016 or early-mid 2017) and it was abused to death by Survivors, so it will never come back.

i camp when i want to camp. You cant do anything about that. But what you can do something about is wheather you win the round or die too.

Except the Killer is supposed to be the power role; not the Survivors, so the Killer actually can do whatever he wants, and can stop the Survivors from doing whatever they want. What you're looking for is a sandbox game, where you can do whatever you want.

Given that by the time you hook someone, a generator might've popped already, those 25 seconds could be the end of the trial.
