Imagine comparing DS, a perk that forces you to slug because it's inevitable, to NOED, a perk that can be prevented by survivors completely.

EGC doesn't give you time to look for noed, maybe one quick lap and hope you get lucky. Otherwise it's just like it's permanent again, hence buffed. Go figure.

Wrong and Wrong. Ruin and Adrenaline sucking/slugging (please refrain from mentioning me if you don't know how to suck Adrenaline and especially if you don't think slugging is viable)

NOED, a perk that can be eliminated before it ever activates...a crutch perk. Oof.

oh yeah, ruin, a perk based entirely on rng, that can be deactivated in the first 30 seconds of the game and gets completely destroyed by everybody who can hit skill checks, something that after 3 years, isn't so rare.
Adrenaline completely destroys slugging, everybody is injured, you down two survivors, and you're chasing the third, the fourth can work on the gen without any worries of helping the team mates, because by completing the gen the killer in a matter of seconds the killer passes from an almost won game, to basically a lost one (if everyone has adrenaline).
Also slugging is not always viable, it's not something every killer can do, and must be done at key moments.

It actually doesn't since the killers end goal is to sacrifice/kill survivors. Survivors don't win till they actually escape which is why exit gates exist noed doesn't really reward failure
