QoL Prestige changes

Make it so that whenever you Prestige a character, that character's 3 unique perks will be that level. Meaning Prestige 1 will have you at level 1, Prestige 2 will have you at level 2, and Prestige 3 will have you at level 3 for those perks. Makes it so that you have to spend less points grinding on the Bloodweb, and has prestige show some form of understanding of that character
