You can't use Pop on an already regressing generator as you won't be able to kick the gen to activate Pop. You can still use it if/when the totem is cleansed however.

So a killer who runs the new ruin won't be able to run pop? or well, they will HAVE to use pop as an alternative for ruin once it's cleansed?

They won't have to use Pop as an alternative, but if they choose to run both at once, they won't be able to make use of Pop until after Ruin has been cleansed.

You can actually combo Surge with the new Ruin, and Surveillance too!
Though, Surveillance is a better fit... and using 3 slots for all 3 of them isn't a good use of your perk slots in my opinion. But you can do this if you want!
