Solving the excess of perks with Prestige

The devs recently said the number of perks in the game is becoming a problem, as it takes around 500 bloodwebs to guarantee maxing all perks on a single character. It's worse on a character with teachables so bad players refuse to unlock them, and adding more characters is just going to make it a bigger issue.

A possible solution: Prestiged characters will have Perks start out at Rank 2 or higher. Say that P1 means perks in the bloodweb start out at their second rank, and Prestige 2 makes them start out at rank 3. As for P3, maybe have four perks appear per level instead of two?

This would make unlocking all perks more reliable, while also fixing the issue that Prestiging is fairly pointless as is.

    I always thought it’d be nice to have 4 or 5 perks in the bloodweb by default, that way when new perks appear, it wouldn’t be hell for getting that perk on all killers or survivors. But getting an added bonus to prestige for would be nice
