Simple idea for a buff to Vigil

Currently this perk is not very appealing since in many cases the statuses it affects are not on a timer (eg Sloppy Butcher's effects wears off upon being healed, without time limit), so Vigil does nothing in those cases. Its main utility (reducing exhaustion) was indirectly nerfed with the last exhaustion change, also.
So the idea is this: give Vigil the additional effect of reducing perks cooldowns. This way it would synergise with perks such as Premonition, Dance With Me or Quick and Quiet and would see more use in various builds.
