Splinter offerings disabled?
I heard that BHVR would getting rid of these at some point. Yesterday I used one to try out leather face and it worked but then I tried to use freddy and nothing happened. Strange thing is at the end of the match it showed the offering with no perks or addons equipped.

Happened to me as well quite some time ago, guess they're bugged and instead of fixing them they are directly removing them to solve the issue from its root.

No, that isn't why they're disabling them. While yes it was easier to disable them than fix them, it's more logical to disable them due to the concept of splinters being outdated by now in DBD.
this is mostly speculation with some common sense thrown in
They're planning to disable these offerings during the 3.5.0 patch. This was most likely decided due to many the many issues the splinters brought, one being that the offerings were buggy. The other reasons though were that they were just outdated or fairly useless to add into the pool.
This is backed up by the fact that no new splinters were released since The Pigs DLC and that the offerings were fairly useless at this point in DBDs time. Plus, the offerings would still show up if you bought a character but not their DLC, which would clutter the Blood-Web even more.
Some players would also just have mountains of splinters and than eventually buy the DLC... making it pointless to even have said splinters. So, common sense would be that they're kind of useless in that regard once you buy the DLC.
All in all, many reasons went behind the choice to disable them, just like how many reasons went behind disabling the lesser map offerings or the Moonrise offerings, they're outdated and honestly pointless to keep around anymore.

I saw someone use a Nightmare offering as The huntress. I thought it was a mori, but when the match ended it was a ultra rare nightmare offering.

They're quite rare now a days yeah, I barely see anyone use them, so that's kind of another reason why they should be disabled...
The splinter offerings are just outdated in my opinion.
