Different person responding here. I don’t intend to list “all” of them, because it’s pretty debatable. Nor am I going to say one side has more or less terrible perks than the other.
However, here’s a short list just to show that there are a lot of terrible perks on both sides:

I think a lot of people use thrilling to try and block generators . I really like to use it for information as to what gens the survivors are working on . it pairs really well with pop . I also find it more reliable than bbq and chili from my experience because there are so many ways for survivors to counter bbq

You don't have time to look around long while carrying and bg the time you get them hooked the perk wore off, that's my issue

I would have to respectfully disagree . every time I use it I have plenty of time to look around. but hey maybe your experience is different than mine .

I still think the best suggestion for a killer perk buff has to be this one for Spies from the Shadows:
Spies from the Shadows: Reveals the auras of all crows (in yellow or white) within a 24/28/36 meter radius. Crows no longer respond to your presence, and all disturbed crows have 100% louder volume within the radius.
This gets rid of the godawful loud BANG noise the current version has, the silly 5 second cooldown, and instead lets killers see crows as little signal flares leaping into the sky when disturbed as well as being more audible for the killer so they know which direction to look, Plus the killer doesn't disturb them any more so there's no "false signals". It's still completely countered by Calm Spirit and Urban Evasion, and a large number of maps don't have too many crows in key locations (Rotten fields for example doesn't have any crows in the corn field despite the lack of a scarecrow) so its not an overpowered tracking tool, just a far more useful one.

Never said that..but if a perk literally is used to throw games out the window I'd say that's pretty trash..doesn't even block kindred like it's supposed to

I go for a hook immediately after downing in most cases, if you don't you get bodyblock trolled of flashlighted immediately

Survivors have been complaining over and over again about stale killer meta perks, and seeing the same perks and perk builds- Nemisis + PWYF, Enduring + Spirit Fury, Hex: Ruin, BBQ and Chili, sloppy butcher, and Noed.
Also there are a buch of weak killer perks as well, like Shadowborn, Lightborn, Tinkerer, PWYF, Hex: Third Seal, Rancor, Monsterious Shrine, etc.
Thing is there should be at least 3 or 4 weak killer perks being updated compared to 1, where as survivors get 6.

You're implying that these survivor perks are generally easier to buff than most of weak killer perks, but I don't see that to be honest. From your list, most of the survivor perks you mentioned will require a rework, rather than a simple number change.(Slippery Meat - Since it's current effect is far too situational, Technician - Since "beginner helper" perks in a paid DLC are just objectively a stupid idea #ZanshinTactics, Vigil - a number buff could easily turn Vigil into an extremely unhealthy perk, This is not happening - This perk is just useless and needs a new effect) It's actually Cruel Limits that'd be the easiest to buff.

Yeah that is how they shaked up the killer meta too, oh no wait they did not adress any issues before making changes, if even any changes come to the meta perks for survivors, the same thing would be literally trashing the meta perks to deja vu levels and making vague statements of monitoring the situation lul.

I have an idea for MS. Make it similar to corrupt intervention. Totems become protected for x amount of time due to the Entity blocking them from destruction. It would be nice to know we get at least a minute or 2 to apply pressure before our totem blows up.

Is everyone just ignoring the fact that even though their list contains mostly survivor perks they are simultaneously reworking entire killer powers? Which do you think is more important? Buffing Monstrous Shrine or buffing Doctor, Leatherface, Clown, etc?
Not to mention reworking entire maps.
They can't do everything at once.

Insidious doesn't say it's undetectable. It just reduces terror radius to 0. But, even if it couldn´t be seen by kindred, if the killer stops for a few seconds (the required for insidious to tack effect), survivors would know, using kindred, that the killer was still there because he would just disappear!

This is why I didn’t list everything I wanted to, because it’s all very subjective after a point.
I don’t think Dark Devotion is great, because it’s niche.
If a perk is not useful in most builds, on most characters, and in most situations; then to me it’s not good.
