Who is the most evil of the killers?

Personally I would say The Doctor.
His lore confirms he was a sadistic individual who enjoyed inflicting prolonged pain on his victims. He relished performing torturous acts upon people, excited by their suffering.
Whilst Freddy is a close second being a child killer, The Doctor gets the top spot for his overall methods of murder.

Doc may have had a sadistic evil career as a Doctor, but Michael has been murdering since he was a child. For no rational reason. He just picked up a knife as a child and he's never wanted to put it down since.

Ghostface and Clown are rather high up there. They are willingly murdering innocents, with Ghostface writing stories for his own posterity, and Clown keeping the fingers as trophies.
Micheal is the humanized embodiment of evil.
Doctor experimented on people and gave prolonged torture, enough to attract the attention of the CIA in the MK Ultra era.
Reboot Freddy was a confirmed kid diddler/murderer.
Oni killed a whole bunch of "fake" samurai/farmers, kept their top knots as trophies, and went out and murdered and tortured a lord who called him Oni Yamaoka.

See I wanna Say Ghostface and the Clown, simply because they are doing it because they like it and get off on it.
My concern with Myers is the fact that he is "literally evil in the shape of a person." Which makes it feel more like a job then a hobby. Like does myers get off on killing like Ghostface or Clown, I don't think so he just "does it". That weirdly feels less evil to me.

I'd say Michael does get off on killing to an extent. When he was stalking Annie in the first movie dude was breathing like he was about to get laid. Then in the new movie dude goes house to house killing people.

I guess the problem is I see Ghostface and the Clown as people, where I see Myers as a creature or monster and similarly to the reason I excluded Demodoggy from the list is why I might be excluding Myers. I just don't see him as human enough to be "evil"

Fair point. Michael is pure evil in the flesh. This version of Ghostface is the only one i find to be pretty evil. The other ones were all revenge based. I do think Doctor is pretty evil. Dude tortured people to death while laughing.

That is kinda my point Myers is the embodiment of evil. Which yes, easily makes him the easiest answer for the question. However, if I was looking for the worst of the worst of the humans on the list, I wouldn't include monsters. And Myers being evil incarnate, actually makes him not human anymore, it makes him evil in human form.
Now did the question imply they had to be human? No, but there is something different about being evil by nature, and choosing to be evil. Demodoggy is evil by nature, Myers is Evil because he IS EVIL. However Ghostface and the Clown, choose to be evil.

I think the most explicit piece of evidence that Michael gets off on killing is in the first movie. Two key scenes. First the double whammy kill of Bob and Lynda. After he murders Bob he stands there staring at the corpse, tilting his head from side to side like he's admiring a beautiful painting.
Then he goes and disguises himself as Bob wearing a ghost sheet, and toys with Lynda by pretending to be Bob before murdering her.
The final one is when Laurie discovers her friends' dead bodies in the upstairs bedroom of the house. Michael has put them on display, like they are some great work of art he has done. He even uses his sister's head stone (which he stole from the cemetery earlier in the movie);
This is a guy who loves what he does.
