Anytime a survivor is unhooked or unhooks himself, the unhooked and his rescuer are affected by the Oblivious status effect for 10/15/20 seconds.

All your hooking actions are 50% faster.

Basically this perk will now make being unhooked very dangerous for the survivors, and it doesn't encourage camping, because if the survivors see you, what is the point of the perk?

In addition, it would be a great combo with Make your choice. And the buff of hooking survivors 50% faster would be very satisfying.
