What if you prestige without purchasing a teachable perk?

Do you have to get back to the original level of the perk (30, 35, 40) before it is available again?

    In theory yes, since you didn't purchase the teachables on the Blood-Web. So because you didn't do this, it'll be unlocked for the next 30, 35, and 40 until you hit P3 and have no choice but to buy the teachables, or just let them stick around in the Blood-Web and cripple your pool.
