Did they remove the new hook tech?
Every time I do it I just get hit through.
This just started happening suddenly and it feels like they just removed it completely

No, this tech hasn't been removed in the LIVE version of DBD (3.5.2)
As for the PTB of version 3.6.0, it was difficult to pull off the tech in-game... but this just seems to be a strange bug that affects both Survivors and Killers sometimes when getting close to a hooked Survivor. This bug would cause Killers/Survivors to get stuck on the hooked Survivor and push them away from said hooked Survivor.
This doesn't seem intentional, so I wouldn't automatically assume it is until 3.6.0 is officially launched. Once it is, than you can see for yourself if it crossed over from the PTB (which I doubt it would since it looked like a simple PTB bug).
As for the current version of DBD...
No, this tech is still possible in-game for any Survivor to do.
It could just be lag or something that's causing this, since it's still possible to do in-game (which I've seen first hand as a Survivor playing with teammates that were still doing it.)

As far as I know it hasn't been changed yet. However you do get hit if you are on the same side with the killer when you get hit and the killers have learned how to do that instead of keep smacking the hooked survivor.

I position myself perfectly, I know how to do the hook tech and not get smacked. I mirror his movement and stay on the other side that he is. I know how to avoid mind games yet I still get hit. It's probably just dedicated servers as usual but idk
