I love the game but it gets quite annoying when you are a hooked survivor and can't get rescued cause the killer basically stands face to face with you. Can there please be a way to penalize the killer for being a certain distance near the hooked survivor?

There is a penalty for it. Killer loses points on his emblems.

You also will run into this problem less and less as you rank up and play against killers who aren't at the bottom of the barrel.

That's half true. Unless ofc you get matchmaking'ed and get vs against like rank 10-15 players.
+Sometimes camping is a legit strategy.
