Sometimes after firing and trying to reload, the reload bar does not progress and the gun does the reload animation, but once it is done the emtpy reload bar stays and you move at the same speed as you do when reloading while being unable to fire or attack again.
Eventually it sometimes snaps you out of it, but it can take anywhere from 15 seconds to several minutes.
