Saboteur interruption

Unless it is by design, Saboteur goes on cool down even if the action is interrupted. Considering it's at least a minute cooldown for one hook, this should not be.

    Just to clarify, this is by design. It was mistakenly left out of the patch notes for the changes between PTB and live, but it has since been updated. Sorry for the confusion.
