Leatherface's Bloodwebs are bugged on PS4

His bloddwebs are spawning using the old system. He's level 45 but only two perks spawn on the bloodweb and I can only take one.

Do you have any teachables unlocked? If you've already obtained nearly all your perks and don't have any teachables you will run out of perks in the bloodweb. Please provide a screenshot of the issue as well.
