Seems like a bug, as the perk description says that you lose a stack everytime you perform an "agressive action". When you shoot with your harpoon you don't lose a stack... seems pretty agressive to me.

Its only counted as aggressive if the Deathslinger swings, if the chain breaks then he doesn't lose stacks
