Is BHV adding in DBD any of survivors and killers from CREATION ? Or reading our contents for survivors and killers.

The devs do indeed read and implement community ideas, and have done in the past, particularly with things like perks. However, they don't generally just take an idea and put it into the game; rather, they tend to get inspired by community ideas and then adapt them to suit their purposes.
As for cosmetics, it may be that the art team do occasionally get inspired by fan suggestions, but the only confirmed case of fan-made cosmetics being implemented into the game was the winners of the 3rd Anniversary's Design a Cosmetic Contest, which are currently available as Demon Slayer Feng and Mr Puddles on the free track of the Rift.

Did they add any chapter from ideas like from me or others??

Chapters, usually not. They might be inspired by a power and base the next killer around that, but for the most part no.

I don't think so. They might take inspiration for killer powers or perks from fan ideas, or even for things like lore, but they have never taken a fanmade chapter and recreated it in the game as-is.
That doesn't mean you shouldn't submit ideas for things like chapters, though, because as I said I believe the devs do occasionally draw inspiration from various fan ideas even if they don't use the whole creation.

I've never seen a Killer's concept/power be derived from a fan-creation before.
The concept of the Creation sub-forum is to share ideas between each other, it doesn't specifically say anywhere that it's also used to inspire BHVRs next chapter ideas. I don't personally know if they've taken inspiration from that sub-forum, so I would assume they've been there before, even if it's not specifically to get inspiration, they could just be visiting the sub-forum to admire everyones work.
If you'd like to know more about that, than a DEV would have to tell you, since I don't think anyone really knows if they take inspiration from there or not. I can say that they've never taken a fan-made chapter WORD for WORD and used it as our next DLC.
