I have dbd on switch and noticed there is a 2 second delay on skill checks is this just me or are all versions for switch like this also is it extremely dark when you play it on your tv

If you mean there is a delay between the time when you hit the button and the time the red pointer of the Skill Check stops, then it isn't a bug, it's vSync, a feature. The delay shouldn't last for 2 seconds though.
As for the darkness when you play it on TV and if you are experiencing lag in other scenarios, then my best advice to you would be to report it at https://forum.deadbydaylight.com/en/categories/technical-issues or https://forum.deadbydaylight.com/en/categories/optimization so that people at BHVR can help you.
