Lantency abuse - taking game in hostage

New servers "awesome". Every third game I have a ultra-high ping with no reason.
And some smart #########, who realize it - just do nothing and bulling around for take game in hostage. If ping so much high, what I cant walk normally.
So, why devs dont do a free DC when latency overhigh? It easy to calculate, so why this hole still exist?
