so when the new ranking system comes out for suvivors eg skill level rank 8, you derank if you score less than a rank 10, or gain rank if you do better than a rank 4!
how would the system work for ranking killers?
does it stay the same as it is now?

Just to clarify some points, according to the post you linked, killers will not have their own individual ratings to begin with. They specifically stated that this is something they would like to include in the future, but it will not be part of the system when it launches.
Also in that post, they stated that "We’ve attempted to address this in the past with the Emblem system, but upon further review, we’ve concluded that rank does not directly correlate to skill... To help improve with the fairness factor without sacrificing wait times or pings, we will be making two changes. The first is a new system to better reflect a player’s skill level." In other words, the Emblem system will almost certainly not be what is used to determine a player's MMR, or if it is, it will be some new variation on the Emblem system unlike what we have currently.
@bomb1720 Also, in answer to your original questions, I'll just add that you will gain MMR points by winning regardless of what your opponent(s)' rating(s) are, even if you're "rank 3" and you beat a "rank 10". However, the amount of points you gain will depend on your relative skill levels, and you will gain a lot fewer points against less skilled opponents. The same in reverse goes for losses - you lose points regardless, but you lose less points if your opponent was more skilled than you, and vice versa. However, we don't know exactly how that will work mathematically, nor do we know how killers' ratings will be calculated (whether it will be based on an average of the survivors' MMRs, or the MMR of the most skilled survivor, or something else entirely).

the new matchmaking system
The new system will be an MMR (matchmaking rating) system most games use. Your rank will become obsolete as far as the matchmaking is concerned. Players will be matched together by their skill rating.
skill rating (Survivor)
A survivor's skill rating will be determined by how well they do in a match and the rating of their opponent. Doing good against a Killer with a higher rating than you will award you more points than doing good against one with a lower rating than you.
skill rating (Killer)
A Killer's skill rating will be determined by the rating of the Survivors and how well they do in a match. Doing good against Survivors with a higher rating than you will award more points than doing good against ones with a lower rating.
Each Killer will have their own rating.
extra infos
- The Emblem system will determine how well you did in a match.
- Doing poorly against a Killer with a lower rating than you will make you lose more points than against a Killer with a higher rating.
- You won't be able to see your own rating; other Players won't be able to see your rank in the Tally Screen or Lobbies anymore.

By each Killer will have their own rating, do you mean that I would have individual ratings for each of my Killers? Or do you mean each Killer player?

The Devs announced they will introduce different ratings to each Killer. You would have individual ratings for you each your Killers, yes.
