AFAIK there's no plans to remove the DC penalty.

That sucks guess I'll be using smurf accounts

I fail to see what that'll accomplish.

When they ragequit enough and get banned, they'll swap over to another un-banned account to do the same thing

I don't think they'll ever remove it

There are many reasons why that wouldn't last, one of the biggest reasons is the reality of restarting everything just to keep playing, which most players will not bother doing at all.

IMO the ban penalty is a bad change, especially when most players have dirt poor connection.

I hope you get IP banned.

I'm also not a fan of crashes counting towards the penalty... But the change was definitely needed when you look more into it. So many people DC'ed in moderation when things "didn't go their way" (as an example), so this system really does help prevent the MASS DCing that was happening almost all the time.
Hopefully crashes will be an exception to the system one day, but it was definitely a needed change to DBD for sure.

The only issue is you can suicide on hook to completely bypass the penalty.

True, but that's already been said a lot in the past... So I believe they're aware of that issue as well.
Players can argue that dying on the hook at the start and DCing is the same thing, which I personally think it's in some ways, but it still rewards the Killer more points than the quitter bonus (at least more valuable points towards the emblem scoring).
Regardless if it rewards more points or not, it can still throw off a team if someone just gives up at the start through DCing or dying on the hook early. Is BHVR going to do something about this? I'm not the one to say, that's something we'll have to see when the DC Penalty System is brought up again.

Not just that but it buys the other survivors a bit more time than them just dcing the moment they get downed for the first time so i would rather take a hook suicide than a dc and if you cant figure out why the reason why is the killer has to pick them up and take them to a hook and then hook them not only that but ive found thaf a dc tends to screw over the other survivors and tends to start a chain reaction of dcs while a hook suicide is tends to be 50/50

That too, DCing in-general seems to add more burdens than dying on a hook does. That doesn't mean either one is ok, but the latter is definitely less punishing on a Survivor team.
