About the Store/Cosmetics
Are auric cells the only way to buy certain outfits, and if so, is there ever a sale on them? I'd like an alternate look for Nancy, but can't really justify 10 bucks for it. :(

If an outfit only has its price listed in auric cells, then yes that's the only way to buy them. That is the case for all licensed characters and their cosmetics (Nancy included).
Store cosmetics do occasionally go on sale, but not very often - maybe a couple of times a year, if that. As for the auric cells themselves, I don't think I've ever seen them on sale, but I could be wrong. The only way to obtain auric cells, aside from buying them with real money, is to win a community contest (for which auric cells are typically awarded as prizes). Contests are generally held around major celebrations, such as Halloween and the game's anniversary in June.

There were at least 2 times where thoose auric cells only cosmetics became available with shards, I am unsure if we'll ever have that again

It only lasted 2 times
It usually was allways before a chapter soo users would spend shards on cosmetics, soo they would have to buy the dlc with money
kinda genius tactic if you ask me
i think they only did with the clown collection and the spirit collection, I don't remember if they did with the plague collection

Occasionally they'll make auric only outfits available with shards for a limited time. But other than that, no. You'll either have to spend the cash for a full outfit or spend $5 to just grab a piece you want.
Gotta love games nowadays and all their unnecessary cash grabs but hey, it works and I'm sure they make bank 😁

I've also never seen that happen before, probably either because I wasn't paying attention, didn't like the skin for my person preference, or didn't expect that to happen with a new skin release.
I feel like I might've seen if happen once, but asking me to remember that is too much effort.
