Event Cosmetics
So I'm having a discussion with my brother and he is saying everyone got event cosmetics like David's howling grounds jacket,Huntress hound mask, Kate Songbird/Hillbilly propain tank, etc supposedly everyone got these with the ultra rare skins. But I never got them. Were we supposed to get them? Or am I dumb

No, your brother is wrong. Only the people who earned those cosmetics during the relevant events should have them. If he got them without earning them, that's a bug.

There isn't much else to say besides telling your brother that that's incorrect. If he wants he can go to the Bug Report sub-forum about those skins randomly appearing in this inventory, but that's about as much information as we can give you.
I've never heard of a player getting exclusive cosmetics for an event they've never been to, maybe your brother did go to that event? Who knows, I certainly don't. If he's interested though, than he can file a Bug Report in the Bug Report sub-forum about it.

Didn't the devs give all the exclusive cosmetics out for free? I have two of all my event cosmetics in my inventory now.

That's if you were at the event and possible lost the skins. This was to re-gift anyone who possible lost those event items after those events ended, it wasn't given out to players that never went to those events. If you have duplicates of the skin, than that's a normal side-effect of what they did above.
The "exclusive skins" that were given out was MOST of the code skins like David's Donkey Jacket, Science Claudettes jacket, Street Meg, etc.
