    To keep it simple, each map has a minimum number of pallets. It'll spawn the pallets a certain distance apart to distribute them as evenly as possible. The only time it'll ignore this minimum distance rule is when it has run out of possible valid spawn positions for pallets and the minimum number of pallets has not been reached. In that case, it will start spawning the remaining required pallets anywhere they can fit.

    In the case of Coal Tower, the maze tiles could be LT walls which don't have any pallet spawn points. If the map generates with a lot of LT walls, it'll limit where the pallets can spawn. The silver lining to a situation like this is that you have the minimum number of pallets that could possibly spawn.
