Fixing Hex Perks

There is a lot of discussion on how to deal with Hex perks as currently they can be immediately found and destroyed by the Survivor without the killer having any influence over the location of the Totem.

My suggestion would be to make it so all Hex Perks start out inactive. Killers can then infuse inactive Totems with one of their Hex Perks. While Killers have an inactive Hex Perk all Totems would light up for them.

This allows Killers to choose where their Hex Perks are placed, while still being dependant on predetermined Totem locations. Hex Perks which have Tokens will only start counting them once they have been activated.

Essentially this would put some control in the hands of the Killer and would help to make Hex Perks more reliable and would mitigate the current random placement of Hex Totems in bad locations.
