I honestly forgot Bill existed until you mentioned him, but allow me to elaborate on what I mean.
Bill is from the Left For Dead franchise, which is owned by Valve Studios. Valve owns Steam, which in turn is where Dead By Daylight is launched from/played on. So in theory, because of this... it's an exception from what I was trying to get at. This may not be 100% accurate, but my point was that not every game license is easy to get, let alone willingly given out.
Also, BHVR might not be interested in acquiring a licenses of other game characters, except Bill who is owned by the corporation that owns Steam. This is why I feel Bill is an exception to this, DBD is on Steam, and both parties were interested in releasing Bill onto DBD. Even if Valve didn't own the L4D brand, it still depends on the fact that both parties need to be interested. Just because it's something YOU or other players want, doesn't mean that it's what BHVR wants.
But who knows, it could happen. Don't let my opinion deter yours, it's just a view on how I see it. We have no idea if BHVR would be interested in acquiring the license to Frank Wests character, that's entirely up to them willingness to get it.

I am really glad you are talking about this with an open mind instead of an ignorant one.
And I gotta agree with just about everything you said. But I think BHVR will def get Frank if the want for him is high enough. Seeing how Bill got put onto console because of Fan Demand and all that. I just gotta keep spreading the word around and gain more people on my Twitter @CriminChaos to help get Frank in.

Anything is possible (within reason of course).
Would it happen though? In my personal opinion no. We've yet to see a DLC of a character from another game franchise, probably because of licensing issues. Could this happen though? Possible. It really depends on if both parties want it or not.

Bill was from another game franchise. And not only that Frank West was created and is owned by Capcom. And Capcom LOVE crossovers. All the devs gotta do is contact them for Frank and I can guarantee that they would oblige. I know it aint as simple as that but still. Capcom would be all for it I am very confidently sure. Just imagine the Cosmetics for Frank, He would have so many options. Crossdressing and maybe even the MegaMan suit come to mind for me.

It's definitely possible, but it really depends on if the fans want it and if BHVR wants it... And if the license holders want it too that is. You've said that Capcom loves cross-overs, but it really depends on the circumstances at the end of the day.
