Perk Tier Selection
Hey there!
I was hoping at some point we might be allowed to choose the perk tier we want to use (IE, maybe pick Ace in the Hole tier 1, or Discordance when you have tier 3).
For most perks, the highest level is obviously best and the only reason you'd choose a lower tier perk is for additional challenge or if there were a bug that were only present using a particular tier of a perk, but that's not always the case.
For example, many people agree that Discordance 1 is better than Discordance 3 because the notification interval is shorter, but it feels bad to permanently leave tiers 2 and 3 in your blood web... additionally, some very skilled killers would benefit greatly from being able to pick lower tier perks: Make Your Choice lasts 40/50/60 seconds, but it also has a cooldown of 40/50/60 seconds... Killers like nurse, spirit, and hag may prefer the lower CD and duration if they're confident in their ability to catch the survivors before the duration runs out.
I can't think of any survivor perks which have potential advantages at lower ranks, but in the future surely one will crop up, and the ability to choose between tier 3 and 1 depending on your build could be very useful! As a final note, I have DS3 on my P3 Jeff, but personally I'd rather only use DS1, but if I just elect not to hit the skill check for DS3 after being picked up close to the CD, I lose some precious wiggle time...
In general, I just think it would be helpful!

I would rather they change those perks to actually be stronger tier 3 instead of making a whole mechanic... for like 3 perks.

I agree with this sentiment, buuut lowering Perk tiers for the purposes of an extra challenge or testing/demonstration would be pretty decent IMO. Especially in Kill Your Friends lobbies where you could negotiate house rules like only using certain Perks at lower tiers.
It's also worth noting that while personally Tier 1s being better than Tier 3s irks me to no end personally, BHVR apparently see it as relatively harmless and a low priority fix as people can just choose to avoid levelling said Perks up. Considering that, allowing people to pick their own Perk tiers might be a good investment for any future problems like this, too.
As another note: New game mechanics could actually spring up around this, eg. I could easily see Tome Challenges, Achievements or even other Perks revolving around only using Perks below a certain Rarity if a feature like this were to be implemented, but that's perhaps another discussion.
