PC- Borrowed Time does not activate

Step 1 : Boot the game
Step 2 : Play as killer in a public match
Step 3 : In-game, unhook a player WITHIN the killers radius. The killer can be behind a wall next to the hook survivor.
Step 4 : Notice the killer is able to knocked back down the survivor before the borrowed time is deactivated. (The survivor is knocked down within 10-20secs)
