Changes to dying state

I have a couple of ideas for changes that would make the dying state a bit more interesting and to incentivize not slugging players.

  1. I'm not sure if it would be a perk or an innate ability of survivors, but the ability to pull yourself over vaulting obstacles at a lot slower of a speed would be interesting for traversal.
  2. A perk where the recovery bar when downed will impact the wiggle meter. For example, if the killer leaves you on the ground to recover to about 50%, your wiggle meter could be 25% filled when he picks you up.

I'm open to discussion about potential flaws of this as well as general improvements that could be made!
