Killers should be awarded for ending the game quickly!
Why the game does not give killers points for ending the game quickly. I get 4 kills quickly (no gens are done), but i get brutal killer from not chasing the survivors enough. Sacrificing all survivors is the main purpose of killers, why do we need to chase them much? Game is telling me "Being an awesome killer sucks nowadays. :)".

For the same reason rushing the gens and leaving straight away doesn't really reward survivors. People want the games to last longer for both sides.

Both scenarios should reward the players with a double-pip. If players want to drag the game out then it is more bloodpoints for all but it would be nice for players who are clearly outclassing their opponent to quickly rank up.

The good thing about how it is now is it discourages people from rushing everything. Could you imagine if you could double pip off gen rush? Or double pip with an ebony mori? The game would actually become unbearable

Look at it from the other side. You shouldn't be rewarded for beating an easy opponent.

Yes I get your point and I'm pretty sure that is the exact reason for it being like it is. Efficient players DO get punished but only in bloodpoints. Their "reward" is not having to face better players. I'm sure this is quite appealing to some players!
An example is Hillbilliys that 1 hook everyone almost every game and don't pip. They just get to destroy in green ranks game after game and only slowly rank up. Give them a double-pip instead of a black pip for winning quickly and they would soon get to a point where they play against survivors that can counter Billys.

Trapper and Plague are getting punished for using their power, too. And Legion on the other hand just gets free emblem points by stabbing around.
But finding that sweet spot for a good ranking system is hard. Using Kills as a Pip requirement was already used and wasn't the best idea. Now it's forced interaction to a certain point. Taking the rank of the opponent into the formula would be a neat idea, but they already announced a MMR system, so i hope this will help in creating better matches.

They can fix this by fixing the matchmaking so no survivors under our level will join our lobby.

Yes but it does not last long. And survivors get pretty nice points for that.

Yes, it's extremely silly that if your team does an excellent job avoiding the killers notice, do generators, and escape you actually are punished by the game.
Likewise, if you just mindgame the hell out of some survivors and steamroll them, you get punished.
The worst part is that everyone in the match gets punished. The "winners" AND the "losers" will get screwed over.
You sure don't see that in any other game. "Oh, you got a perfect against an opponent that's the same rank as you in Street Fighter? Haha, you get a derank for that, sucker. Let them hit you next time."
