Nurse cannot blink within the Hall of Ironworks of Misery

The Hall in Ironworks of Misery does not appear to be traversable via Nurse blink. Normal movement was fine.
Entering the hall: Short blinks in, long blinks in, every blink would end just outside of the ironworks walls.
Within: No blink worked while the end location target was within the hall.
Exiting the hall: No blink worked while within the hall even if the target was outside the hall.
Additional Context: The basement entrance was located within the Ironworks borders and also couldn't be blinked to.
