PC Bug: Menus can be navigated with any controller

the menus can be navigated with any controller, but the game can only be played with controller 1. There have been several times (including just now) when my controller has somehow accidentally gotten mapped to controller 2 or 3, and I can start the game with it, but can't play, and have to quit and forfeit the match.
Repro steps:
- connect two controllers to a PC
- observe that the menus can be navigated with controller 2
- observe that once the game starts, only controller 1 can be used to play
