Cosmetic rarities.

When BHVR released exclusives for everyone, why are they still "ULTRA RARE." when every single DBD account has them? They are basically the default outfits people get now. Take golden feng for example. Even though there's cosmetics like it in the shop everyone gets golden feng anyway with the rarity "ULTRA RARE."

Because it made sense when they were first introduced, and they had more worthwhile things to do than go through and change all the rarities after they released them universally. Rather a blunt answer, but that's the gist of it. There are only so many hours in a day, so the things that the devs choose to spend their time on are the things they believe will have the most value for players. As improving the overall experience goes, changing cosmetic rarities is fairly trivial, especially compared to the time it would take to do.
