Shrine Not Giving Perks I Bought

I'm on Steam. I bought the perks Pharmacy and Dance With Me in the current shrine. It has not awarded me either of the perks. It also took my shards as well. The shrine just refreshed and I bought the perks... that's all that I did. This has never happened before to me ever.
