D/C and rage quit penalty system

I play on both pc and ps4 and it seems that across the board there is a huge increase in rage quits and disconnects.  I think this problem is easily solvable.  A penalty tier based system would be an excellent deterrent.  A blatant d/c mid game should warrant a 5-10 min penalty for re-joining a lobby.  2-3 d/c in a 24 hour period should yield a more severe penalty.   Obviously these decisions would be up to devs but I think it would really increase quality of game.
