[PTB] bug report - for the people doesn't trigger

I launch the game, and I was doing some game and in some trial i was unable to trigger "for the people", i never could use this is perk.
right now "FOR THE PEOPLE" can't ba activate i have only a screenshot as a proof, that the only thing that i have to shown
so for the PTB don't play for the people.
