So, while I agree that DS and Dead Hard could stand to get a little attention (with Dead Hard in particular, I believe the distance it covers needs to be limited a bit and it would be just fine), I think Soul Guard will actually be a bit more of a wait-and-see for me.
Realistically, it exists almost entirely as an anti-slugging perk. Something to help survivors who've just come out of the dying state (or in some cases, to actually get out of it themselves). The only threat I see it truly posing is in combination with For the People (in which case, just go after the newly-broken survivor instead).
The thing is, this perk's entire secondary ability, being able to fully recover from dying to injured infinitely, is going to be extremely situational due to the need for both a Hex perk to be present, and for it to have actually CURSED the survivor with Soul Guard. This means survivors running the perk might need to think about whether or not to remove killer's hexes. Otherwise, they'll just knock out the hex as usual (or their teammates will) and be left with a relatively situational mini-BT. It's not like every killer runs a Hex in their build anyway, so they might not even get the option.
All of the survivors' favorite perks are originally from 2017 or earlier (including all of the ones you listed). Might be nice to finally see them trade out one of those perks for something new, at least.

You know there is something called sentences. You can use that to communicate with others.
Soul guard only takes effect if a killer slugs. That would already be a bad move, and if its punished you just deserved it for playing poorly.
