Perk descriptions should include what the various status effects (blindness, oblivious, etc.) do

Let's say you hover over a perk to see what it does and it says "applies oblivious on hit for 15 seconds". The very anti-user-friendly problem with this is that the same perk description does not say what "oblivious" is, forcing the player to go back to the main menu and go through several tutorial menus to find this information. It's a totally unnecessary waste of time for the player.

Every perk that mentions a status effect should include a description of said status effect at the bottom of its tooltip.

The only problem I could think of is that it could take up a large portion of room. But I do like the idea

I don't think the perks themselves need this. But I do think it might be helpful for them to further expand upon the various status effects in the Help section and in the tutorials.

Maybe players could hover their cursor over the name of the status to pull up a small box describing it further instead?

Theres an in-game section dedicated to explaining every single status effect. If you really really need to understand a status effect, just go to the Help & Tutorials section. This would be unnecessary clutter for perk descriptions.
