Clown's slow down after reloading has been increased

Description: Clown's slow down while reloading has been increased, before the patch 4.0.0 he went to his normal movement speed after the reloading bar was finished, now he goes to his normal movement speed after the full reload animation has been finished, doesn't matter if the reload bar is full or not.
Steps to reproduce: Play as Clown and reload bottles.
How often does this occur: Every time you reload bottles when playing as the Clown.

You need to wait full reload animation to get his normal speed

I thought I felt the slow effect longer because I wasn't using reload addons like I usually do, but it did seem kinda weird that it felt like it lasted so long after the bar was full.
