Unable to pick up a survivor

After I downed a survivor with my basic attack while he was trying to unhook a teammate I wasn't able to pick them up at all. It looked like when survivors moved behind a hooked survivor to avoid the killer but this survivor didn't move from the spot they where downed in. My best guess is that they where still interacting with the hooked survivor somehow.
