Blood Web and Perks

Greetings, everyone!

Today I want to raise a topic that has, without a doubt, already been raised several times. And that topic is getting and leveling up the Perks through the Blood Web.

First of all, I want to make it clear - I do have a complete understanding that the element of randomness (along with the rarity of the Add-Ons and Offerings) in the Blood Web exists so people would have the access to Iridescent Add-Ons but wouldn't be able to use them all the time. However, I do not understand why it has to be the same for the Perks.

My main concern here is that some Killers are extremely dependant on certain Perks (Deathslinger is significantly weaker without Save The Best For Last, for example). However, the current Perk-getting system can make it so the certain Perks will be found only after spending TONS of Blood Points in the Blood Web. The question here is obvious: why does it have to be that way? I see no good reason for having to unlock the Perks in the Blood Web along with Offering and Add-Ons. I could say that it's a money-grabbing method, but that cannot be the case, because there's no way to buy Blood Points or Perks themselves with the real money (otherwise I would have already done that instead of creating this topic). I'm sure that this also applies to the Survivors who want certain Perks but have to spend a fortune of Blood Points unlocking things they're never going to use.

So, that's just it. My question is for the devs: why do I have to suffer through unlocking tons of things that are useless for me or the Killer I'm unlocking it for in order to get to the Perks I want? And just in case, I'll repeat: this question is Perk-related only.
