Matchmaking is a mess right now, but my hunch is this has to do with the proportion of high rank survivors to high rank killers. It's almost never a rank 1 killer against a bunch of baby survivors, but you see this split a lot.

Imagine an ideal situation where you have 1 killer main for every 4 survivor mains. In this case, providing pipping is similarly easy for each side, you'd expect there to be roughly the same distribution of killers and survivors over all ranks. In the real world, though, I feel there are more than 4 survivor mains for every killer main. That means longer queue times for survivors and also less balanced matchmaking, because sometimes the game just needs to fling any reasonably-passable killer at a group that's been waiting for a long time. Still, if this were the only factor, you might still expect to see more cases of god killers against baby survivors too, and you don't.

So, now imagine the other extreme, where there are no "mains" and everyone just plays survivor 80% of the time and killer 20% of the time. Since ranking up is time-based (number of matches) as well as skill-based (pip rate per match), in this situation you would expect to see more high ranked survivors than high ranked killers; they place more than four games for every one game the killer plays even in this ideal situation, because survivors can re-queue when they die but killers always need to stay to the end. At any rate, so long as there's a monthly rank reset we'll probably continue to see disproportionately more high-rank survivors than high-rank killers.

Both of these factors can be addressed by balance and rank changes, but I don't think there's much Behaviour can do just from a matchmaking logic side to fix this.
