No unhook option/ couldn't unhook someone

Hi,
I tried to unhook Bill in front of facecamping Wraith with BT but I wasn't given the option to do it (tried from both sides)
Kate, who was trying to flashlight blind killer so I can unhook, was able to do it easily but unfortunately didn't had BT. She was running all the Kate perks plus DS I think.
I was playing as Zarina, with Spine Chill, Lithe, BT & Iron will.
(There was no lag, it just looks like it in gif due to converting from MP4 to gif)
