Swap Discordance 1 and Discordance 3 values

A lot of people share the opinion that Discordance level 1 is a better perk then Discordance 3, as you get more notifications with Discordance level 1.

However, it gets quite annoying when the blood web forces you to get Discordance level 2 and level 3.

So as Discordance level 1 is a better perk then Discordance level 3, therefore I think their values should be swapped over.
