Hello, i have a small issue where borrowed time +3 wont appear on megs bloodweb and unbreakable wont on nea's. I thought i could prestige them for a fix but i have old event items i would like to keep. Thanks

By any chance are you a console player?

Can you please make sure that you've levelled up Bill for these Teachable Perks - and provide Screenshots to show that they're unlocked.

(if you are on Console, once Bill was added to the game, these perks became teachables, so not in the regular pool of perks available to all characters, this is why you now need to level up Bill or purchase the Teachable Perks in the Shrine of Secrets).
