Glow in the dark legions skins dont glow...

As the title says, The two glow in the dark legion skins have stopped glowing as bright. This include both bodies and masks.
Now frank is just a plain skeleton instead of a glowing jelly bean.
After playing a few matches it does seem that frank still has glow in the dark BUT its nowhere near as bright as it used to be.
Susie seems to be a tiny bit less bright or not changed.
Is this change a bug or a feature?

Apparently, those Legion skins weren't supposed to glow like they have been, and they changed it on the last update!
