What's lag switching?

Earlier today at my boyfriends house I played against a Plague. Every time she looked at me or came in my direction all the survivors began to glitch and lag. (Within that area) It happened so badly at one point that everyone was kicked from the game. My boyfriend said Plague lagged everyone out because of lag switching, what exactly is that? And is it bannable. We all agreed to report her. (The survivors)
