DC penalty not working?

I couldn't see anything about it in the patch notes or in the dev update, but it appears the DC penalty system isn't working and DC's are once again out of control. Just had 3 games in a row where people DCed on the first down! Anyone know what's up?

    Because hackers are exploiting stuff in Steam and DBD where it causes it to act as a dc for the lobby and people had been exploiting it on streamers causing excessive DC times, it's been removed. Or that's my understanding
