Ruin deserves some love
Before the big nerf, ruin was pretty consistent as perk because it slowed down gen properly even tho it was still easy to break it and there was people abusing gen tapping (i mean, seriously??). But after the rework, ruin is kinda pointless, but when you wanna synergize it with surveillance. it's still easy to be broken and it DOESN'T slow gens anymore.
What i mean is, you can actually just rush a gen and ruin is not gonna bother you at all until you hold M1, so what i thought was: ruin should be able to pop up again on an empty totem PLUS it should have a 1 to 2 min mechanic where IF no totems are up (all broken), then ruin should actually pop a totem from the already existing spots in that match (Ex, you cleanse all the 5 totems, ruin gets one of the previous totem spots and pops up again) I would actually trade the 200% regressing speed with 100% regressing speed to balance this new added mechanics.
What i wanna achieve with this change is: a perk that can still be reliable even if the starting spawn was terrible and totem spawns were even worse. This is the only reason why i think that ruin is trash: 3/4 of your games you will just end up playing with one less perk and the remaning 1/4 of the games it would not make any difference, but for the informations that it gives.

The rest of totems are fine that way, i don't wanna introduce any mechanic that could be applied on other totems. It should be used for ruin and ruin ALONE.
